Wireless process


1)  Site identification and site reservation

  • Carrier identifies potential site and prepares a Site Reservation Form (provided by FirstEnergy Telecom Services, Inc.) identifying the tower location.
  • First Telecom Services performs an internal review and determines preliminary acceptability.

2) Site visit

  • Carrier and a representative of First Telecom Services visit reserved site (visits typically include architecture/engineering firm, radio frequency firm, telephone company and construction manager).

3)  Verification of property rights

  • Carrier verifies property rights.
  • In the case that the property is not owned by a FirstEnergy Corp. company, carrier is responsible for acquisition of rights (easement modification) using First Telecom's standard form of agreement.

4)  Structural analysis

  • Carrier performs a structural analysis and provides a report to First Telecom Services. 
        • First Telecom Services will provide existing loading information of transmission towers, and if available, additional information to facilitate a structural analysis.
  • First Telecom Services reviews structural analysis.

5)  Proposed plan

  • Carrier provides First Telecom Services with lease exhibit drawings.
        • Tower profile
        • Site layout plan
  • First Telecom Services reviews and obtains internal approval for proposed plan.

6)  Execute Site License Agreement (SLA)

  • Carrier prepares SLA from First Telecom Services template.
  • First Telecom Services reviews SLA.
  • Carrier and First Telecom Services execute SLA

7)  Construction

  • Upon full execution of the SLA, First Telecom Services will assign a project manager who is responsible for scheduling construction activities.
  • Carrier provides to First Telecom Services a certificate of insurance for approved contractors.
  • Carrier provides to First Telecom Services all proper building and zoning permits.
  • Construction begins and is completed as coordinated with project manager.
